The current tourist season has confirmed an unprecedented acceleration in surveillance activity in the hospitality sector. Joint operations conducted by the National Labor Inspectorate (INL) , the Anti-Inspection Commands (NAS) , the Guardia di Finanza , and the Local Police are extensively targeting both hotel facilities (hotels, resorts, boutique hotels) and the non-hotel sector (B&Bs, vacation homes, guest houses, and residences).
For hotel management and property managers, understanding the dynamics of these controls is not just a question of regulatory compliance, but a real lever for brand protection and business continuity.
The 4 primary areas subject to inspection
Topics index
Security forces are increasingly using cross-referencing databases to identify anomalies before even entering a facility. During inspections, checks focus on four main areas:
National Identification Code (CIN) and OTA Transparency
The requirement to possess and display the CIN both outside the property and on all online booking platforms (Booking.com, Airbnb, direct website) is now the very first step in verification. Failure to display or request the code carries fines of up to €8.000.
Workplace Safety (Legislative Decree 81/08) and Personnel Regularity
The Labor Inspectorate places maximum emphasis on seasonal contracts, undeclared work, shift tracking, and effective staff training in workplace health and safety.
Web Hosting Platform and Public Safety
Guests' personal details must be provided within 24 hours of arrival (or immediately for stays of less than 24 hours) pursuant to Article 109 of the TULPS (Consolidated Law on Public Security). Discrepancies between actual guests and electronic registrations constitute a criminal offense.
Hygiene and Health Regulations and HACCP
In facilities that serve food and beverages, the NAS checks the traceability of raw materials, compliance with HACCP standards, food preservation, and the condition of kitchen/pantry areas.
Sanctions and operational risks for operators
Failure to comply with the requirements entails consequences that vary depending on the severity of the violation:
| Scope of Control | Type of violation | Consequence / Sanction |
| CIN | Failure to request or failure to display | Fines of up to €8.000 |
| Work | Employment of irregular personnel | Suspension of business and administrative sanctions |
| TULPS | Failure to notify guests or late notification | Report to the Judicial Authority (Article 109 of the Consolidated Law on Public Safety) |
| HACCP | Lack of traceability or hygiene deficiencies | Seizure of goods, fines and requirements to comply |
Self-monitoring checklist for hotel management
To prepare the staff and verify the state of the art of the facility before the inspectors' arrival, it is recommended to conduct an internal audit focused on the following points:
CIN Display: Check the visibility of the plaque/indication at the entrance to the facility and its correct integration in the website footers and OTA pages.
Safety File: Keep the Risk Assessment Document (DVR), employee training certificates, and the appointments of managers (RSPP, RLS, Fire Prevention and First Aid Officers) up to date.
Attendance Register: Verify that the staff attendance register is aligned with actual hours and that the signature sheets are up to date.
Web Guest Verification: Ensure that State Police dispatch receipts are filed correctly and match exactly to the company PMS.
HACCP Documentation: Check expiration dates in warehouses, temperature monitoring logs, and sanitation sheets.
