In the Italian legislative context, the 2025 Milleproroghe Decree emerges as a fundamental tool for the tourism and hospitality sector.

This measure, now a recurring event, offers businesses the opportunity to benefit from crucial extensions and previously approved financial incentives, providing additional time to finalize modernization projects and adapt to ever-changing market dynamics.

Industry operators can therefore count on a series of strategic referrals that support the competitiveness and long-term planning of their activities.

    Redevelopment and sustainability: PNRR incentives

The decree extends the deadline for completing the redevelopment interventions provided for by Legislative Decree 152/2021 to October 31, 2025, a measure known as the 80% tourism Superbonus.

This extension offers businesses the opportunity to complete modernization projects and improve their accommodation offerings.

The incentives finance a wide range of interventions, including improving energy efficiency, seismic retrofitting, and eliminating architectural barriers. Facilities can also invest in the creation of thermal pools, the purchase of equipment for spa activities, and digitalization.

Furthermore, the incentives cover the purchase of furniture, furnishings, and lighting projects, provided they are functional to one of the main interventions mentioned above.

Businesses benefit from a tax credit of up to 80% of eligible expenses and a non-repayable grant of up to 50%, with a maximum of €100.000 for each beneficiary.

The extension of the deadline for these projects serves as a lifeline for contractors, allowing them to complete the work without the urgency imposed by the original deadline.

    Flexible working and targeted support

The decree also offers significant flexibility in the employment sector. It extends the possibility of signing fixed-term contracts lasting more than twelve months, up to a maximum of twenty-four months, a particularly useful measure for a sector as strongly dependent on seasonality as tourism.

This provision allows hoteliers to better plan their staffing in the medium term, managing seasonal peaks more efficiently. At the same time, the decree extended the deadline for grants to tourism businesses in the mountainous areas of the Apennines.

This specific measure supports businesses that have seen a significant decline in tourist numbers, recognizing the economic and social importance of mountain tourism and providing targeted assistance for their recovery.

Another aspect of the Milleproroghe 2025 law concerns the simplification of administrative procedures. The decree extends until December 31, 2025, the possibility of rapidly starting work on installing photovoltaic systems on buildings used for tourism and spa facilities.

This incentive allows operators to begin work quickly using a certified Declaration of Commencement of Works (DILA), streamlining the bureaucratic process and incentivizing investments in renewable energy.

This measure aligns with the growing demand for sustainability from tourists and the need for companies to reduce long-term operating costs.

    • PNRR incentivesThe deadline for completing the redevelopment works, which include energy efficiency, anti-seismic redevelopment and digitalisation, has been extended to October 31, 2025.
    • Fixed-term contracts: It has been extended to December 31, 2025 the possibility of entering into fixed-term contracts lasting more than twelve months, up to a maximum of twenty-four.
    • PhotovoltaicsThe simplified procedure for the installation of photovoltaic systems on tourist and spa facilities, through DILA, has been extended to December 31, 2025.
    • Support for mountain tourismThe provision of non-repayable grants for tourism businesses in the municipalities and ski areas of the Apennines that have suffered a decline in attendance remains a priority.

Therefore, the Milleproroghe 2025 decree does not simply postpone deadlines, but offers a tangible opportunity for tourism companies to consolidate their market position by investing in quality, sustainability, and flexibility.
