The start of the new National unified SCIA risks turning into a headache for the hospitality sector.
From 1 ° June, hotels, tourist villages and campsites that need to open or modify their business are faced with a real bureaucratic block: the form requires the mandatory indication of the CIN (National Identification Code), but the Ministry of Tourism issues this code only after that the SCIA procedure has been completed.

The Unified Conference Agreement introduced new standardized forms for accommodation facilities with the aim of simplifying procedures nationwide. However, the inclusion of the mandatory field relating to the National Identification Code (CIN) created a short circuit:
The SCIA form requires the CIN to submit the request to the One-Stop Shop for Productive Activities (SUAP).
The Ministry's platform (BDSR) It issues the CIN only after the facility is registered in the regional database.
The regional census takes place only after the presentation of the SCIA itself.
This bureaucratic stalemate has prompted the Regions and trade associations to issue emergency guidelines to allow the continuity of work in municipal SUAPs.
How to fill out the new SCIA from June 1st: new openings vs. changes
To avoid rejection of the application, the management of the "CIN" field within the Municipality's online portals differs based on the type of application submitted: new opening o change of existing business.
1. New opening of accommodation facilities (New SCIA)
For those starting a hotel or campsite from scratch, the CIN doesn't yet exist. The SUAP and regional offices have clarified that:
The CIN field in the form must be left blank or, if the computer system requires it as mandatory, it must be filled in by inserting the wording “Awaiting release” o “Temporary code”.
Once the SCIA has been registered, the facility obtains the regional code (CIR) and is transmitted to the Database of Accommodation Facilities (BDSR).
The owner then 10 days To access the Ministry of Tourism portal via SPID/CIE, request the definitive CIN and associate it with the facility.
2. Changes, takeovers or changes in management
If the SCIA is submitted to communicate a change (e.g. room expansion, change of classification) or a takeover (change of management/ownership) of an existing facility:
The CIN is mandatory and must be entered into the form.
The new manager must indicate the CIN code already associated with the facility by the previous operator to ensure the traceability and continuity of the facility in the national database.

The unified national form not only introduces CIN checks, but also aims to significantly standardize these checks. Among the main innovations are:
National uniformity: The forms are identical throughout Italy, reducing the historical bureaucratic differences between individual regions or municipalities.
Integration with OTAs (Booking, Airbnb, Expedia): The system is designed to cross-reference SCIA and CIN data directly with online booking platforms. Listings without the code will be blocked.
Tightening of sanctions: Anyone who carries out hospitality activities without having requested the CIN or without displaying it risks heavy sanctions, which range from from 800 € to 8.000 €.
Many municipal IT systems are not yet updated. In the event of a technical issue, trade associations recommend entering the words "Pending ministerial release" in the notes or code field and attaching a self-declaration.
The law requires the CIN to be displayed on all online advertisements and outside the facility. For new openings, it is essential to complete the procedure on the Ministry of Tourism portal within 10 days of obtaining the SCIA.
The new manager, taking over the business, must submit the SCIA (Certificate of Sub-entry) indicating the existing CIN (Individual Identity Card) and then complete the transfer or update of the personal details on the Ministry of Tourism portal.
